flash "downloads", but doesn't work

I've repeatedly tried to download the new version of flash player to watch online videos. I go through the download sequence and am told that it is successfully installed. I can also see through my control panel that I have FlashPlayer 11 ActiveX. Unfortunately it does not work and I am repeatedly told that I do not have the correct version of Flash Player, and to download it...

I have Norton but have disabled firewall and all other functions that I can find, and as I mentioned the download seems to work.

I'm using a Windows system.
