As John T., points out, Premiere does not perform well on a network.
I would contact Adobe Technical Support directly, in hopes that they might have some tweaks that will be helpful. With a few academic networks, they have offered some workarounds, that did help in limited situations. Unfortunately, none of those academic users ever dropped back by with any more than "we got part of it sorted out... " That has not helped us mere users in helping others on networks.
