Textbox & Tint

We have a textbox filled with color and we want to make the color tinted so you can see the picture through it. Can someone lead us in the right direction? Please help! Thank you

One way is to select the layer in question and change the opacity to 50% and if this is still too solid then reduce the opacity figure gradully.
