What version of Acrobat X Pro. is this - 10.1.4?
You cannot delete Outlook PDF portfolio messages in Reader.
Are you appending to the Outlook portfolio? Do you have any attachments from Outlook open during this process?
No to appending
Yes to attachments
Try closing the attachments and then deleting the email in your Portfolio.
I don't think I have any attachments open.
If the sequence is as follows, I get the error message.
1. open up a portfolio
2. right-click on one of the emails which has an attachment and then try to delete
The layout tab is highlighted during the above. It doesn't appear to make any difference if the file tab is highlighted.
I get the same error message if I close all Acrobat windows and start afresh.

Does it make any difference if you temporarily turn off the following? Edit > Preferences > Security (Enhanced) > Protected View off?
Found this old thread trying to find a solution, as I was having same 'file busy' error message trying to delete some individual emails out of portfolio. I eventually found something that worked for me (this is using Acrobat X Pro 10.1.13):
- Window >>> Remove Split
Then I can select emails and delete them. Apparently the preview pane was causing the problem.
