I use TFS, but I think that the process for RoboSource Control is similar.
1. Make a backup.
2. Make sure that all the project files are writable.
3.Trash CPD
4. Open the project.
RoboHelp will try to connect to the database, but that will fail since your server is offline.
5. When RoboHelp asks whether you want to browse for your project, choose No.
6. When RoboHelp asks whether you want to disconnect from source control, choose Yes.
7. In your project, add the project to source control in the regular way.
There is an alternative that is faster, but use at your own risk: Open the XPJ with a text editor. Go to the misc properties and delete all source control keys. These keys should be the only keys in that section, but better safe than sorry. Trash the CPD, open project and add project to source control.

We now have everything up and running again. If I had my way, you would get 10,000+ points for a helpful answer that helped us in a critical situation.
