Hi, has anyone experienced using digital editions in an library with multiple machines and multi users moving from machine to machine.  I understand that each user is limited to five  different machines and that each machine is limited to five different users.  So the question is how easy and how quick is it to reset either the machines that a user has or to reset a machine to clear users.

No - each user is limited to 6 computer activations and (seperately) 6 device activations.  However, once an activation is used it is gone, and deactivating does not get it back.

Encouraging your users to switch computers with ADE will lead to them getting the E_ADEPT_TOO_MANY_ACTIVATIONS (or something like that) error, which can only be fixed by Adobe - which is now a royal PITA - see http://forums.adobe.com/thread/1029996?tstart=0 for one such recent example.

ADE was not designed for, and does not work well in an institutional environment.
