Stan Jones Aug 23, 2012 2:00 PM (in response to Creatively Bankrupt)This is most often a problem when you add chapter markers after transcoding. Chapter markers must be located on GOP boundaries. Zoom in on the Encore timeline and advance by gop. If the marker is not exactly on, Encore will move it.

SAFEHARBOR11 Aug 23, 2012 2:10 PM (in response to Creatively Bankrupt)MPEG-2 encoding using GOPs (Groups of Pictures), and there are typically 2 reference frames per second, and chapter marks can only be placed on a reference frame (every 15 frames usually). So you might be putting the playhead on the exact frame where you want to add the mark, but when you actually add marker, it may be added at the nearest GOP position and NOT the exact frame you are on.
At bottom of Monitor window, there is a play arrow, with "step forward" and "step back" arrows alongside. Position playhead where you think you want the marker, then zoom in on that spot using "+" key. Then use Alt with the "step" arrows to jump from one GOP to next and add chapter mark exactly at GOP position. Your "scene" may have to start a few frames late, but better than early, causing that flash of previous scene frames.
PS - happens every time, by the time I finish typing, someone else posted ;-)
PSS - you can check your chapter points in Encore using "Next Chapter" buttons at bottom of monitor window, step through them one by one after they are placed and make sure they are not immediately followed by a scene change, just jump to marker then hit space to play for a second, then jump to next marker and repeat.

Encoded a 2.5 hour dance recital, imported into Encore, and added 40 chapter marks. Didn't like the encode quality, so re-encoded MPEG-2 outside Adobe and replaced source in Encore, then all the chapters were "off" a bit, apparently because the GOPs were in different spots in new file! Used aforementioned "Next GOP" trick to find nearest GOP and tweak marker positions again.

Alan Craven Aug 23, 2012 11:20 PM (in response to SAFEHARBOR11)If you look closely at the time markers at the bottom of the timeline you can tell which are the GOP markers, as they are of three(?) different kinds. If a Chapter mark is placed near one of these, Encore automatically drags it to the GOP marker.
I always have a couple of seconds of black video and a brief fade to/from silence in my Premiere sequence where I want to put chapter marks to ensure a clean start and finish to played single chapters. This gives just enough lee-way to put the marker on a GOP whilst still in the black video.
