What app/settings do you use to convert a 1080p/23.98 film to an Encore-ready NTSC DVD video file?

Most projects I do are Blu-ray/DVD combos and I always need to generate an SD version of the film to use in my Encore DVD project from the Uncompressed or ProRes HD Quicktime files I receive. I've tried just using the 1080p HD video and letting Encore transcode to DVD but it has never produced usable results - usually there's always a framerate stutter as if the video is playing around 15fps.

Any time I've tried to use ProCoder or other 3rd party apps to encode from HD to SD, I receive a generic error from Encore saying file is not correcet for DVD autrhoring, or some other issue like frame cadence errors has been introduced. So what program/settings are people using to get a nice looking MPEG2 video file that is suitable for commercial release and compatible with Encore CS6? Thanks for any advice.
