I've gone through the download and install several times.  The black Adobe window comes up, says install complete, but when I go to web sites that require Flash or to Abobe diagnostic sites, it showes no Flash installed.

It seems to be a browser specific issue. Try a different browser like chrome or firefox, it should work.

For fixing IE or Safari, lets follow below suggestions :

Run the Flash Player Uninstaller as applicable for your machine(i.e.Windows or MAC) and remove flash player.

For MAC : http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-mac-os.html

For Windows : http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

Restart the machine.

Download and Re-install Flash Player.

It's IE 8.  It's running on a server so it's difficult to find a time to restart the machine.  Also I told the administrator of the server that I would install other software off the internet.

You do not really need to restart the server; this is only to make sure old versions are completely removed.
