Did you also update the ACR plug-in when you re-installed Photoshop?
The Canon 7D requires at least ACR 5.6, and 5.7 is optimal.
When you reinstall Photoshop CS4, you get ACR 5.0.

Did you install it ACR 5.7 correctly and in the right location, not just "downloaded" it?
I downloaded it and then did a normal install. How can I tell if it was installed in the right location?
In Photoshop, go to the About Plug-in > Camera Raw… menu item (which menu will depend on your platform, Macintosh or Windows). There should be only one instance of ACR and it will tell you the version number you have installed.
If you used a properly functioning ACR installer, it should be in the right place.
The thing is, you had only mentioned "downloading" not "installing".

Can you define what you mean by "normal install"?
Did you do what you always do on your Mac, or did you follow the instructions provided very carefully?
