Converting to Ntsc canvas or changing the current canvas size??

I'm working on a flyer on a 8x11 canvas, but I want all of the elements I'm working to be transferred to a NTSC video film format. I understand how to  a open a NTSC (Video Film Canvas), but I do not understand how to convert a canvas that I'm working to that.

          1)What version are you using?

2)The difference is the resolution in pixels and the pixel ratio.

3)Create a new document using one of the video presets and copy/paste your image to the new document.

4)Long answer - Image>image size to adjust pixel resolution and View>Pixel Aspect Ratio to adjust the pixel ratio. Take a look at the preset for a new document to see what the image pixel size or resolution should be, as for the pixel ratio, that has a list of presets to choose from.

If any of the directions, don't work, odds are it is due from me not knowing what version you are using, hence the first question.
