A project is only a reference to the clips where ever they are on your system drives.
I have a number of frequently used / re used "assets" filed in a 'Media Library' Folder that I created. It has sub folders with in it..

You make a good distinction, and one worth making. The Clips are on the system, where they were Imported from.
Like you, I have several Clips that are often reused, and I have them in their own folder, for that purpose.
