When a user opens our Help, they see it in a browser that contains the normal things you'll see at the top of a browser: address bar, menus, toolbar icons, etc. How can this been hidden so that the user only sees the Help window (much like is displayed when one previews the Help from the WebHelp Skin Editor dialog box). Thank you!

Sounds like you want to just launch it from a context-sensitive help call. See Peter Grainge's site (grainge.org) or Captiv8r's (robowizard.com) for his "Skinny on Skins"
