- Open your picture file
- Open a blank layer above this, and name it stroke
- Access the rectangular marquee tool and drag out a rectangle
- Go to Edit>stroke(outline) selection, select the width of the stroke, the color, position it inside
- Access the type tool and type the text.
Your layers will look like this:

Thank you for replying so quickly. I'm doing pretty well with getting
my photos edited, but the text frame for the back of the book has me
stumped. Image below.
I would like a white line to go around both the photo and the text, and
while the other 3 layers are great - the stroke layer isn't working. I've
tried moving the layer, adding the text after, adding the stroke before
etc., . but nothing seems to be right. If you have any suggestions, I would
be very grateful. This is a small point but I'm usually pretty computer
savvy and it is making me growl.

I don't see an image in your reply.
You need to click on the camera icon in the reply box, point to where the image is, then insert the image.
You can also post at www.pixentral.com (free). Provide the URL so that we can open it.

I think I have, finally, solved my own problem. It was so simple that
no one was bothering to discuss it. Figures
Background layer - marquee tool - draw rectangle around whatever - Edit -
stroke outline - width - color - inside - normal mode & 100% opacity - click
on background - BINGO
