Flash wont stay installed

Everytime I come across something that needs flash my computer says i have to reinstall....I then have to shut everything down to reinstall and then open it all back up again.  .  Its become very frustrating!!  Its been happening for a while and I don't know what has changed that its started doing this.  Never used to do that....

Also have most up to date but it keeps wanting me to download the latest version 11 something. It was fine up to that.
