Update plug-in that wont update

I keep recieving a notification on chrome that says "Adobe Flash Player was blocked because it is out of date." There is a button for "run this time" or "update plug-in."  I have clicked "update plug in" and followed the steps to download the update multiple times now.  It installs and then says to reload my web browser to finish the install.  Everytime I do that nothing happens and I get the same message about my flash being out of date.  I don't know what to do to complete the update and stop this notification! Please help!

I have a Mac OS X Version 10.5.8
