A couple of basic shapes (cylinder, cube, …) can be easily created (3D > New Mesh from Layer > Mesh Preset), but Photoshop is just not ideal for modelling at this time. And possibly never will be, but that’s naturally something I can’t know at this time. (edited)
You may want to read the relevant chapter in the Help or the Reference.
