Since posting my question, I've seen your comment (#17), in Vipul Gosalia's thread I want to open photoshop with "move tool (v)" selected by default where you say this happens in many versions of Photoshop CS.
I checked my Photoshop Elements 8, which I also have installed, and it does not behave like this (ALL tools, including the Move tool, are sticky).
As I say, not really a problem as such, just a peculiarity in the way it works with the Move tool only.
I find it more of an annoyance that the 'Maintain Aspect Ratio' option, with the Free-Transform mode, is not sticky, to be honest, but I wish Adobe would sort both issues out!

Noel Carboni Oct 25, 2012 10:42 AM (in response to Page D)Yep. Back in that thread I originally I thought it was working properly, but when I tested it more thoroughly I found it to "forget" the Move Tool, just as you've stated, as far back as Photoshop CS2.
Apparently no one has cared enough to look into why this happens. If this setting is being corrupted, I wonder what else isn't working (assuming the remembered setting is being written somewhere else that it shouldn't be).
With my own software products I don't allow reported problems to remain across minor revisions, let alone 4+ major version releases.

Bill Hunt Oct 25, 2012 10:53 AM (in response to Noel Carboni)My experience has been the same. At least from CS2, the Move Tool has not been "sticky." My PS defaults to the Rectangular Marquee Tool, when the Move Tool was chosen at Exit. I cannot check back farther, as I no longer have any version before CS2 on any machine.

As I seldom use the same Tools all that often, and seldom really cared about the Move Tool being sticky, I guess that I never really noticed the behavior, until it was mentioned here.
