is there a way to rotate a layer in photoshop on the x and y axis like after effects?

with rotate i can just rotate in itself like the clock arrow i want to rotate like after effect n x and y axis...

As some folks don't have AE nor know what it does, can you provide an example - e.g., a before and after image?

I suspect you may be after an effect you could do with Photoshop Extended's 3D rendering, but I'm not sure.

solved it, i click on 3d and make it a 3d layer and rotate it on the axis

Yes you can do that with Photoshop extended that has 3D support so you can rotate an object about an axis in 3d space.  Standard Photoshop is 2D rotation is about a point is a flat plan. You can move the point of rotation. Flip a layer flip horizontally and vertically. Rotation must remain with the plan.
