On a new PC w/Windows 8 but running Windows 7 be a problem with Flash 11.3.300.262?

First, I apologize for not being technical. New HP Pavillion Slimline business PC w/Windows 8. Our IT guy has me running Windows 7. Successful install of Flash Player 11.3.300.262 per Adobe.Help. Browser is IE 9. However, unable to run tutorials or stream Pandora. Note: Global firewall allows these activities - streamed Pandora on my old PC, no problem, and other people stream it as we speak. Tried everything on the Flash Player IE help page - no success. Have restarted browser and PC many times. Could the fact that I am running Windows 7 on a PC that had (or had, I don't know if it is still there or not) cause a problem? If not, is there something else I can try?
