You might want to Run the Flash Player Uninstaller and remove flash player.

Restart the machine.

Download and Re-install Flash Player.

Restart the browser and check.

Check the same using an alternate browser like chrome and see if you get the same issue.

I uninstalled Flash Player and that was the fix.

It's still the only fix and it's 3 years later.
