Flash player not found on pc after downloading

I have installed and uninstalled flash player 5 times on my windows 7 Home premium pc, and my computer and the programs that use it do not recognize that it has been installed even though it tells me it installed succesfully. I have been through every solution listed for this problem on your website and still can not resolve the issue, I still continue to get the install flash player alert everytime I try to run the program that uses it. I am so frustrated by this problem please help!

Yes it is Internet Explorer, but i have done both of these things. My active x is not checked and my shockwave is enabled. I have also check the active scripting and uninstalled and reinstalled. The program I am trying to use still give me the msg that I need to install the flash player.
