How to fix Download Timeout trobule. After following available Adobe & Microsoft directions?

My computer (Windows 7 64Bit) had a functional earlier version of Adobe Flash Player (11). I tried to update it but it was unsuccessful. Due to Download Timeout at 47%.

After that, I have spent nearly 2 hours following all the directions that I have found to fix it: from Adobe help, from Adobe forum, from Microsoft answers and support, from general Google searches on that issue, but all the attempts (including several restarts of my equipment) have led to exactly the same outcome: "Download Timeout".

I will appreciate your feedback.
