Why am I receiving the following error message "file could not be downloaded. File AWEX Files.txt?

Can anyone help with the following error I received when opening Photoshop Elements 2?

File could not be downloaded  http://gi.....t form=DDLLver=2.8.3.3 A0mVer=2.8.3.  An unknown internet error occured. 21:.120.File AWEX Files.txt. To Program Files\Common Files\Adobe\web\AWEFiles.txt.

This started about a month ago.

This is an update gone wrong. You should consider uninstalling the program and reinstalling it from the original CD/ DVD.
