Easier means working with layers in After Effects is more convenient than working with video tracks in Premiere Pro. And there were no just 'pieces of tutorials' in that PrPro Forum thread, there was quite detailed description with several options. Therefore, if you were 'familiar enough' with AE, as you'd stated here, you would face no issues with applying the same techniques in After Effects.
Animating 'scissors' is just about keyframing. See this and the following help sections.
See this help section on masks and mattes.
Do not hesitate using online help in general.

Rick Gerard Nov 24, 2012 9:32 AM (in response to Fuzzy Barsik)A layer is duplicated a mask is drawn, a shape layer as a line or an open path on the mask is used for the line and stroke is applied to the path, then you animate the mask the line and the stroke. If you want to add a second shot or angle then you do it again with other footage. This is really basic masking. Read about it in the help files.
