Missing sliprt.dll file, when trying to install Adobe flash player?

I keep getting prompted by the message "missing sliprt.dll" when trying to install Adobe flash player...  soo I tried downloading that file, and extracting sliprt.dll, it still doesn't work.. I tried running sliprt.dll in a command prompt, and installing it manually, still nothing...  I am using Firefox.. I have Windows 7 starter, and a 32-bit operating system. What do I do?

LATEST

DLLs must be properly registered using the regsrv command line tools or during installs. Just adding them to the system does nothing. A quick web search will turn up enough solutions that explain this exact error.
