These steps should resolve the issue:
- Launch the Windows Task Manager and click on the button labeled "Show processes from all users". Ensure no invisible process by the name of PDApp.exe is running. If found, kill it. The alternative is to restart your machine. This will kill any running processes.
- Reintall the Adobe Application Manager from here http://www.adobe.com/support/downloads/detail.jsp?ftpID=4773 to ensure you have the latest version.

Thanks for your quick responce.
I have windows 7 64bit ultimate
PDapp.exe was not running. What is pdapp.exe ???
However, I downloaded the new adobe application manager and all was ok again!
Seems adobe must of had a 'hold' over the windows installer

PDapp.exe is what Adobe Application Manager is called in the Windows Task Manager. And yes not the most user friendly or intuitive name for it.
