"Actionlist missing" error message when installing latest Adobe Flash

I got the message I need to update it, but after deleting the old version, CANNOT INSTALL the NEW ONE ! HELP?!!!

Error message is "Actionlist missing!"     Ideas, anyone? Already deleted the old one per instructions on this site.

Maybe it deleted the actionlist too? NOW What?
