The prompt for Serial number and/ or activation doesn't come because the system thinks it is 'unlicensed' - it may be because of a faulty/ corrupt activation registry too.
We've had this as a known issue for a few creative cloud users. I don't know why it is happening to you (assuming you have a regular license, since you've mentioned you have 13.0.2).
Is there a significant event you can think of in the past few days, since which point in time it started asking you to activate everytime?

Morris)I had a slightly different problem.I had downloaded a trial version of CS6 extended,then uninstalled it.I then purchased CS6 (Photoshop) standalone basic (no 3D as in extended).This week, I get a notification (no specific note for CS6 or CS6 extended) so I download it.My CS6 wouldn't work, because Adobe thougght I had CS6 extended (expired) and asked me to pay for a license.I spent 10 minutes on Chat Line and finally was told to just type in my license again.
A similar problem seems to be happening throught these "discussions", if you look for a similar problem.
It would be nice to hear from Adobe that someone erred and now the registration database and notification database are now in harmony and the problem will not occur in the future. - I doubt it though!

I'm having the same problem. It may have something to do with the update to 13.02.
