I forgot to add that I'mworking on a MAC.
However, I need more specifics since I tried to find your suggestion both in Photoshop and the OX X (Mountain Lion) and all I got there was Window >>Cycle Through Windows. And that can't work or open (the menu is pale grey). when Windows, and Safari are running.

"Windowed View", that which you get if you choose Window - Arrange - Float All In Windows, (along with hiding the Application Frame) optimizes your system to work on multiple documents.
I suspect the "problems" you're sensing are because you're trying to use both the Application Frame view and floating windows simultaneously.
There are other features and functions in the Window - Arrange menu that you have no doubt seen that can aid in positioning multiple documents into view. You can, for example, make multiple documents visible in Tabbed View simultaneously by choosing Window - Arrange and one of the tiling options.
But also consider that the default method for opening documents - into Tabbed View or Windowed View - can be adjusted. Look in your Photoshop - Preferences - Interface dialog at the [ ] Open Documents as Tabs checkbox. You can uncheck this to have every document open by default into a window.

P.S., Some folks (myself included), who need to see more at one time have invested in more than one monitor. That can help tremendously when your work gets complex.

That arrangement doesn't result in the reported problem on my OS X 10.6.8 system. Floating document windows are always in front of the Application Frame for me.
What happens in Windows, where the AF is always present, if the doc windows are floating? Don't the docs always stay in front of the AF?

So what you're saying is that there's a specific problem on Stacey's Mac that's not common to all Macs. I didn't realize that. I thought that maybe the reason for making the Application Frame de-selectable was to cover for that.
