Latest Flash Products, Installations handled as a Stub. I need full, standalone packages

I maintain systems in a SIPR environment, which do not have access to Internet.  As a consequence of the latest Flash installation mantra, I can no longer install Flash in a standalone capacity (as Adobe's stopped making standalone installers available), but downloading the stub from Adobe will only result in failure as my machines cannnot access the Internet to complete the installation.

Adobe needs to re-think their new methodology.  Your solution will not fit all user's needs.
