The first video has more contrast which will, inheriently, make it appear more detailed. The second video also has darker solid tones, so you're more able to see the artifacting in the sky. Encoding is also perceptual so what works for one video may not look as good for another.
What is the codec/bitrate the PVR is using?
What is the bitrate and keyframe distance from the preset you're using in Premiere (I have CS6, and no preset I have is labeled exactly like that, but I assume it's h.264 is some way)?
Is your goal to improve quality or were you just curious about why these seem different?.\
