If that doesn't work, here are the Adobe instructions for manually removing PSE9, you'll have to adjust for PSE10:

Thanks for the answer, it mostly worked.
Microsoft's fixit said it corrected the problem, and it did, but left a ton of registry fragments, Adobe Active File Monitor v9 running, and a "ghost" of Photoshop Elements 9 in uninstall. I believe that anyone else viewing this can quit here and run just fine.
Wanting a cleaner system, I then went through the manual uninstall procedure. It was a bit different than documented, probably because of changes made by fixit. There were still a few fragments which I removed myself.
Elements 11 seems to be working fine. Elements 9 seems to be 99% gone. I'm happy.
Unless experienced with the registry, I would recommend most users with this problem stop after successful execution of fixit.
