2 user accounts on one machine

I have 2 users on one machine, does that count as 1 license? I have an Imac with 2 user accounts, both using P.S. Elements. I will delete one user account , do I need to de activate? Or, is the license for the machine and counts as one?

Licenses are per machine, not per user Once activated, the program will be avialable to all users.
