Photoshop Elements Won't Initialize

I installed my old Photoshop Elements 2.0 on my Windows 7 PC. When I start Photoshop, I receive the following error message and Photoshop closes.

I tried uninstalling and re-installing Photoshop but receive the same error message. How do I fix this problem, besides buying a newer version of Photoshop? Thanks.

Change your PS prefs to have the scratch drive not use your protected drive.
