Adobe Flash Install (FULL)

I have several machines which need the Adobe Flash plugins (active x & Ie) none of them are or ever will be on the interenet.

I have spent an eon trying to download the full install.  I am unable to apply for the distribution agreement as the button to submit is greyed out. Why is this so hard to find ?
