No matter what the preset, if you import 1920X1080 video and drop it on the "New" button, it will create the proper sequence for your video.
The only time it really matters is when you are putting a bunch of different video frame sizes into the same sequence. Then you might want to pick a sequence preset to match your intentions.

Yes, but it's called the "New Item" button.
You could also right click on a clip and "Create New Sequence From Clip"
You could also select the clip and choose File > New > New Sequence From Clip
You could also create any sequence, and edit the clip to that sequence and conform the sequence to the clip settings in the dialog box, as shown.
There's always a number of ways to get from A to B in Premiere Pro.

In my case, the first thing I usually do is to put a clip on the sequence. Since creating a new sequence with the "New Item" button (I stand corrected) puts the clip on the sequence, it kills two birds with one stone.
