Text-only pop-ups

I have heard that text-only pop ups do not work in the Chrome or Safari browser if generated in RH 9.  Is this so and can these be used in RH 10 ??

Also if text-only pop up looks great in RH "View Selected Item" but includes extra "white space" below all text when the project is generated and published, then viewed in IE 8 browser, is there any way to edit these pop-upsoutside of the horizontal/vertical margins?  Could this be an issue with the font selected for the text only pop-ups?  Any other ideas?  Again, they look great when viewed inside RH9.
