The way to do it is to click on the drop down menu in the upper right of the color palette and choose a color space. For some reason, there is NO color space initially. So, I choose CMYK and then I get my CMYK sliders to adjust the values.
/can I mark my own reply as Correct? lol. I had to figure this out just by clicking around but at least I got it figured out.

[scott] Jan 23, 2013 1:52 PM (in response to TwitchOSX)It's only stupid if you don't want to tint the current color. If it showed you the color build to start and you wanted to tint.. you't think that was stupid.
You don't need to use the flyout menu, just click the little CMYK box below the color percentage on the Color Panel.
The help files may assist in becoming familiar with basic Illustrator functions.
