You talk to your IT department/ your families system administrator. This is nothing Adobe can fix or circumvent.

I have gone thru the help messages and tried all the items listed buy still get

this message when doing the install.....

Is the user account an admin or standard user?  You'll want to be admin for the initial install.  You might also be running into permission issues.  Please try the steps listed in this FAQ to see if they help:

Finally, if you continue to have problems please post back with our Flash Player install log.

Where do I find the Flash Player installation log on Windows?
