Well I can't cut the clip or make any edits to it at all in premiere.

I just noticed it's also doing the same thing to all video clips I import as well
It's almost like the layers are locked except I can move the clip. But I can't use the razor tool or anthing else.

I did that. Same outcome. Is there a way to reset the settings to default?

Hold down ALT and SHIFT while PP loads. Keep them down until you see the start screen.

Where exactly did you get the media you're working with?

I have tried multiple media files from different sources. Some that I have used in previous projects. Some are from our camera, others are from vimeo.

For now, stick to using only the camera media.
What model camera?

Unfortunately, I can't see anything obvious here. Unless someone has a better idea, you may want to think about reinstalling PP.
