With CS6, Adobe's upgrade policy changed from "3 versions back" to "1 version back" so now only CS5/CS5.5 owners qualify to upgrade to CS6. This eliminates version skipping.
Unless the policy changes again, when CS7 arrives, only CS6 owners will qualify to upgrade.
Your options from CS3 or CS4 now:
1) Purchase a new full copy of CS6, or
2) Join the Adobe Creative Cloud

I am prepared to buy the current software package if the benefits over CS4 are significant. I know the jump from CS2 to CS4 was worth it.

Perpetual License users can only upgrade from 1 version back (CS5 upgrade to CS6 or CS6 upgrade to CS7). Since you're 2 versions back, you would need to purchase the Full Scale software.
