Insuffient Permissions to install Flash 11

All day I have been trying to download Flash on my computer and I have done everything prior to making this post. I disabled my virus and firewall, I AM already logged into Admin on my windows 7 computer, but it's not even reading that I am. I clicked on 'Run as Admin' I followed the instructions to create an admin account to install it but I still don't have the rights and it simply will not install. I'm getting very fustrated at this update. I keep getting the message

(C:WINDOWS\SysWOW64Macromed\Flash\flashplayer:xpt:5) could not be written due to insufficient permissions.

  1. Run the uninstaller from http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html
  2. Restart Windows
  3. Go to C:\Windows\system32\Macromed\Flash and delete any files in there
  4. Go to C:\Windows\syswow64\Macromed\Flash and delete any files in there
  5. Now run the installer again

If there are any files in the install folders that cannot be deleted, use Unlocker.
