Controlling TOC size

Is there a way to set the size of the TOC window only, as well as the overal window properties of the help project?

Is it also posible to control where the TOC is displayed, rather than always on the left hand size of the help contents, maybe on the right or at the bottom?

There is no way to do this that I'm aware of. The TOC and index are linked together in HTML Help and in any case the tri-pane can't be moved from the left.
