I would first update Bridge to current version. Since you can not open Bridge do this in PS Help/Updates.
I thought I had updated it. I guess that was the first time I installed it. Unfortunately even with the update I am getting the error message:

When you reset your preferences did you get the reset window the the 3 options?
Do you have anything unusual in your install? In other words did you use default settings and have program and Temp on C: drive?
Pressing ctrl never brings me to the reset window. It just goes straight to the error. I used the default install settings.

Creating the folder "Bridge CS2" in "C:\Users\[your user name]\AppData\Roaming\Adobe worked.
