Can you ask that question with some more details?
In indesign CS6 how do I create a paragraph style library?
If I understand your question - you don't.
One linked file for multiple doc. and/or export paragraph style.
You can import paragraph styles from one document into another, but there is no tool to export styles.
You can include many files in a Book document, and then use the Book tools to synchronize paragraph styles across many documents, but it doesn't sound like that is what you are looking for.
Perhaps you want to collect paragraph styles in a single document, and then save that document as a template?
If you tell us what you're trying to do I'm sure we can come up with some more suggestions.
If you're thinking of something like a CSS style sheet used with HTML, InDesign doesn't work t his way. Joel's suggestions are on point. Just one refinement: InDesign's term for importing styles from one document into the current document is "load." Search Google for terms like "InDesign load styles" without quotes for details. For synchronizing styles across multiple files that are managed by a book file (.indb), search Google for terms like "InDesign book synchronize" without quotes, and for template files (.indt), search Google for "InDesign template files" without quotes.

Anyone familiar with smart styles?
could it be used to solve this issue?
"Smart styles" is not a feature in InDesign, nor in other Adobe applications. What do you mean by it?
It's a plugin from Woodwing...
Got it. Hard to keep up with all the choices from the third party plugins and scripts market. The only people I know who can are David Blatner and Anne-Marie Concepcion over at InDesign Secrets.com!
Yes it's a plugin.
I'll check and see if anyone has an opinion on it at InDesignSecrets.
