Poof! Header gone until you refresh

Hi. I am working on a Robohelp project (ver 10), and we are having a strange display issue. Our state office offers up a program to service personnel. The corresponding website holds/displays our help docs.

The issue is when you first arrive at the website itself (after you log in), you get our normal home page but our top header elemnts (Contents, Glossary, Index and Search) don't show up. When you refresh the page... waa laa, they appear. I have attached the 2 versions. Any ideas on what may be causing this?

I would hazard a guess that the problem lays in the way the developers are calling the help.

If you open the help yourself by double clicking the start page, I think the help will open OK. That would support the problem being with the call.
