Why Do All Videos Ask For Permission To Download 10KB to Allow Viewing?

Have an Asus A55, Windows 9, using AGV and CCleaner added, have Shockwave enabled in Addons and Active X is deactivated. Every video I try to play asks for permission to download and store 10kb of local information to view the video without a prompt box square in the middle of the screen. Why? Never seen this before.

Also, I'm getting a LOT of error boxes notices with a lot of different error messages now.
