Why does only 32 bit portion (6 MB) of Flash Player 11 install instead of full 32 & 64 bit version (15.1 MB), my OS is WIN 7 64 bit?

Both will install.  You can find the files in the following folders:

64bit - C:\windows\system32\macromed\flash

32bit - C:\windows\syswow64\macromed\flash

Thanks Chris, they are there. Do you know why the size of the download is 15.1MB but when you look at all the files on your computer through Control Panel, Flash Player is only 6MB in size?

The additional size is for the DRM files that are also installed.
