Why is video screen split with two identical pictures?

Following a clean reinstall of Windows XP and Internet Explorer 8,  Flash Player 11.6.602.180 was downloaded.  Video clips now play with screen split horizontally by a green line and identical pictures above and below, compressed vertically to suit.
